Jedná se o neoklasicistní stavbu, za jejímž zrodem stáli architekti Josef Zasche a Theodor Fischer. Plastiky na průčelí pak byly vytvořeny německým sochařem Franzem Metznerem. Objekt na nepravidelně protáhlém pětiúhelném půdorysu uzavírá dva dvory a západním úzkým cípem s otevřeným klenutým průchodem přiléhá k Jindřišské věži.
V roce 1993 byla budova prohlášena Ministerstvem kultury Památkově chráněnou stavbou – kulturní památkou.
